Zhang Jianchun, Deputy Minister of the Central Propaganda Department, was investigated during his tenure and held important positions in the organizational system for a long time

On the evening of June 21st at 8 o'clock, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Zhang Jianchun, Deputy Minister of the Central Propaganda Department, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.


Zhang Jianchun, 59 years old this year, was born in May 1965 in Yuncheng, Shandong. He is an in-service graduate student (majoring in Fine Arts at Capital Normal University) and holds a Master's degree in Art.

Zhang Jianchun has served in the organizational system for a long time, and has successively served in the Organization Department of the Shandong Provincial Party Committee, the Organization Department of the Central Committee, and the Organization Department of the Beijing Municipal Party Committee.

In his early years, he served as an assistant researcher, deputy director, deputy director of the Cadre Comprehensive Office of the Organization Department of the Shandong Provincial Party Committee, secretary of the Party branch, and researcher of the Cadre Comprehensive Office; The Director, Deputy Director, and Director of the Appointment and Dismissal Department of the Cadre Bureau of the Central Organization Department, as well as the Deputy Inspector of the Cadre Bureau of the Central Organization Department (Civil Service Management Office), concurrently serve as the Director, Deputy Director (Deputy Director), and Inspector of the Dismissal Department.

In January 2014, Zhang Jianchun "parachuted" to Beijing and was appointed as the Deputy Minister of the Organization Department of the Beijing Municipal Party Committee (at the bureau level). In March 2015, he became the Executive Deputy Minister.

In March 2016, Zhang Jianchun was appointed as the Director (Director) of the Cadre Management Office of the Central Organization Department. In March 2017, Zhang Jianchun was promoted to a member of the Central Organization Department, and in November 2018, he was appointed as the Deputy Minister of the Central Organization Department.

In December 2020, Zhang Jianchun attended a public event as the Deputy Minister of the Central Propaganda Department and began serving in the department until his current appointment ended. Zhang Jianchun served in the department for over three and a half years.

According to the official website of the National Copyright Administration, Zhang Jianchun's last public appearance in media reports was in late April. According to reports, on April 23rd, the third National Reading Conference opened in Kunming, Yunnan. Zhang Jianchun, Deputy Minister of the Propaganda Department of the Central Committee, gave a keynote speech titled "A New Chapter of the National Reading Score: The Book Fragrance of China Building the Future".

Zhang Jianchun is the second provincial and ministerial level high-ranking official to fall from the central government since the 20th National Congress of the Communist Party of China.

On March 18, 2023, Cui Maohu, former deputy minister of the Central United Front Work Department and former director of the State Administration of Religious Affairs, was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission. When he was dismissed, he was only transferred to the Central United Front Work Department for 9 months, and his main wrongdoing occurred during his tenure in Yunnan. He had previously served as the Secretary of the Lijiang Municipal Party Committee, Deputy Governor of Yunnan Provincial Government, member of the Party Group, member of the Standing Committee and Secretary General of Yunnan Provincial Party Committee. On April 25th of this year, Cui Maohu was tried at the Intermediate People's Court of Shenyang City, Liaoning Province, and was charged with accepting bribes of 10.43 million yuan.

Zhang Jianchun is also the only senior official in the propaganda system who has fallen from office in recent years. Previously, on July 12, 2023, Dong Yunhu, Secretary of the Party Group and Director of the Standing Committee of the Shanghai Municipal People's Congress, was dismissed from his position. Dong Yunhu used to work in the propaganda system for a long time. He was a member of the Standing Committee of the Party Committee of the Xizang Autonomous Region and head of the Propaganda Department, and a member of the Standing Committee of the Shanghai Municipal Party Committee and head of the Propaganda Department.

With Zhang Jianchun's investigation, the number of central management cadres investigated by the Central Commission for Discipline Inspection this year has increased to 35.
